This year will be a critical one for farm policy. By the end of the year, the United States Congress will write and vote on the 1995 Farm Bill, the major piece of federal legislation on agricultural policy. In a year of budget cutting, farmers can expect that farm support programs will be reduced, if not changed drastically. Dairy farmers in Wisconsin and the Upper Midwest have long advocated changes in dairy pricing policy and dairy support programs. The 1995 Farm Bill offers an opportunity to implement such changes - at least changes that involve less federal spending, less government regulation, and greater reliance on national and international markets.
